PEMDS II guides the municipality's strategy for 2026–2030. It connects economic, social and territorial assessment with a future vision, investment priorities and implementation, monitoring and evaluation mechanisms.

Corporate Consulting MS's contribution. The company designed, technically coordinated and prepared PEMDS II, including assessment, strategy, investment portfolio and implementation model, as well as editorial design and technical production of presentation materials, under the leadership of Marilio Sanches . São Miguel Municipality promotes and institutionally coordinates the process.

Read more about the plan

Under the commitment “São Miguel 2030” , the plan aims to eradicate extreme poverty by 2030 and promote a prosperous, inclusive and resilient municipality. Its programming covers 23 localities and is organised around five strategic pillars : economy and innovation; human capital and inclusion; agriculture and climate; infrastructure and quality of life; governance and innovation.

The investment portfolio envisages CVE 2,185 million for 2026–2030. This programming guides project prioritisation and mobilisation of municipal, national and international resources through partnerships tailored to territorial needs.

Public presentation shares plan priorities and creates a basis for dialogue with citizens, institutions and development partners. The next challenge is turning those priorities into executable projects, mobilised funding and results tracked over time.

The amounts represent indicative plan programming, not secured funding. The session on 12 October was also reported by Inforpress.

A strategy connecting democracy, development and human rights

The 3D Foundation Strategic Plan 2025–2030 sets an integrated direction for active citizenship, human development and human rights in Cabo Verde and Africa. It seeks to connect institutions, communities and citizens through education, research, dialogue and social innovation.

The contribution of Corporate Consulting MS

Corporate Consulting MS prepared the Strategic Plan and participated in its presentation at the International Conference on Democracy, Development and Human Rights, which marked the launch of the 3D Foundation on 13 March 2026. The work translates a broad institutional mission into an action framework connecting strategy, programming and results monitoring.

Read more about the plan

With the ambition of becoming an African reference by 2030, the plan links democratic participation, inclusion and social justice to knowledge production and partnerships. Integrity, inclusion, capacity building, innovation and sustainability guide this institutional proposal.

Five pillars for integrated action

  1. Participatory Democracy and Inclusive Governance
  2. Human Development and Social Innovation
  3. Human Rights, Equality and Social Justice
  4. Knowledge, Research and International Cooperation
  5. Institutional Sustainability and Strategic Communication

From priorities to initiatives

Proposed initiatives include a democracy and good governance observatory, citizenship and community leadership training, social innovation centres, human rights education, applied research and cooperation networks. Youth and women’s participation and stronger civil society organisations cut across these areas.

Planning for implementation

The document connects the diagnosis, mission, vision and values with objectives, activities, a timetable, indicators and budget programming. This framework helps organise priorities, monitor implementation and mobilise partners and resources, with attention to transparency and institutional sustainability.

The plan’s initiatives and targets are objectives for action up to 2030, rather than results already achieved.
